Abstract

It is important to emphasize the critical role that earthquake reconnaissance plays in identifying the most pressing problems faced by communities that have suffered a significant earthquake and in identifying key engineering and scientific features that allows the improvement of technical practices. Earthquakes, earthquake effects, and the communities affected by them are sufficiently complex that there is simply no substitute to firsthand observations and data collection. Reconnaissance provides ground truth to support the engineering and scientific analyses that underpin a comprehensive and effective program in reducing exposure to earthquake hazards.
