Abstract

National health policy and program issues have a profound effect on states and local planning, services, and facilities by both the public and private sectors. Explored in this paper are such issues as the economics of health services, prevention vs care, bureaucratic gaps and overlaps, quality assurance, training, education with other services and facilities, perceived health, and malpractice.
